Impact Center releases Action Guides 2 and 3

May 6, 2026

A team of implementation specialists at the UNC Frank Porter Graham Child Development Institute (FPG) is behind a new and growing collection of practical, research-informed resources. The Implementation Capacity for Triple P (ICTP) Implementation Support Practice Action Guide Series, designed by the Impact Center at FPG’s ICTP projects, is intended to serve as a comprehensive set of guides and reference documents for current and future Triple P support partners in the Carolinas. Since they are built on research, practices, and experiences, they can be translated to the implementation of any other program or practice.

FPG's Will Aldridge, PhD, says many will find these resources useful, "Whether you’re a funder, policymaker, or implementation support provider interested in Triple P or simply interested in taking this body of work and applying it to your own implementation activities, you’re going to find something useful. Moreover, we hope you’ll keep coming back to learn more as additional guides are released."

Action Guide 2 discusses the main results of the North Carolina Triple P Implementation Evaluations (TPIE and TPIE-Qualitative), two multi-level evaluations of the scale-up of the Triple P system of interventions in Cabarrus and Mecklenburg counties between 2014 and 2016. These evaluation studies set the empirical foundation on which the Implementation Capacity for Triple P projects were developed and shaped, particularly in the early years. They also provide important historical case examples of naturally occurring Triple P system implementation at county levels in the United States. Action Guide 2 provides useful insights for partners and communities considering adoption of the Triple P system of interventions, intermediary organizations supporting community-wide Triple P system implementation, and researchers and evaluators looking for ways to measure, assess, or study key aspects of community-wide Triple P system implementation.

Action Guide 3 is designed for implementation support practitioners, system leaders, and community partners working to scale and sustain evidence-based practices. It outlines the ICTP Integrated Theory of Change—a comprehensive, research-informed framework that explains how collaborative efforts across stakeholders drive effective implementation, system performance, and improved outcomes for children and families. Grounded in co-creation, the guide helps partners understand the relationships between capacity, performance, and outcomes, and supports them in designing coordinated strategies for improvement. Ultimately, it exists to strengthen implementation efforts, foster more supportive system environments, and achieve meaningful, population-level impact for families and communities. While Triple P is the system of programs of focus in this action guide, the Integrated Theory of Change was adapted by a National Academies of Sciences, Engineering, and Medicine (NASEM) [RJJ1] consensus study committee for its 2019 report, Fostering Healthy Mental, Emotional, and Behavioral Development Among Children and Youth: A National Agenda.
