This paper reviews adaptive and technical challenges and the Heifitz strategies for addressing adaptive challenges and then explicates how the NIRN Active Implementation Frameworks help to address adaptive challenges, may create them, or help to operationalize the high level strategies posited by Heifitz, Laurie and others.
