Delaware Preschool Child Outcomes Manual Project

The purpose of this contract between the Delaware Department of Education and the FPG Child Development Institute is to support the development of a manual that outlines the processes and procedures for measuring early childhood outcomes for young children with disabilities served by the DE preschool Section 619 program. The project will have three key tasks: a review of existing materials related to measuring early childhood outcomes, outlining the manual, and drafting and finalizing the Preschool Outcomes Manual.

The work will begin with a review of existing materials that might be included or provide direction for the manual. The task will include gathering existing materials developed by the Delaware DOE related to measuring early childhood outcomes as well as materials developed by the federally funded ECO Center as well as materials developed by other states that relate to measuring child outcomes. Based on the review by Delaware stakeholders and national experts, FPG staff will develop an outline of the content of the manual.

The final outline will be reviewed and approved by DE DOE. Based on the approved outline, FPG staff will draft a written manual that describes the process for measuring child outcomes for young children with disabilities served by the Section 619 preschool program. Input will be gathered from Delaware stakeholders and national experts leading to the final manual.
