Quality Counts Evaluation

This project conducted an evaluation of Quality Counts, Miami-Dade County's quality rating and improvement system (QRIS) and professional development initiative. The three-year evaluation tracked implementation of the components of Quality Counts (process evaluation) and examined short-term outcomes of the initiative. Evaluation components included obtaining the perceptions of key stakeholders as well as directors, teachers, and families about Quality Counts and other related issues and analyzing data from the QC management information system, Web-based Early Learning System (WELS). The evaluation contributed vital information related to changes in the early care and education system for policy makers, program administrators, and other stakeholders in Miami-Dade, Florida, and other states undertaking similar QRISs.
